No but it depends what you are doing when you hide your IP address. If you are downloading illegal music files for example then yes it is illegal.
Absolutely not Ghosting is done by numerous businesses across the country. what you may be doing behind the ghosting software may be illegal but hiding the adress is perfectly legal.

You cannot hide your IP address. Computers use IP addresses to find and communicate with other computers on a logical network. WIthout giving out your IP address, other computers cannot talk back to you. If they can't talk to you, they cannot transmit the data that you requested.
IP addresses are assigned at random, on demand. You cannot use IP addresses to find where someone lives, what their name is, what they look like, their bank account, their phone number, their dog's name, or their favorite color. IP addresses are in no way linked to your identity.
Needing to hide your IP address won't do anything to protect you. If you communicate anywhere (Internet or otherwise), you will be giving SOMEONE your real IP address.
Think of it as a prepaid cell phone. They are sold practically at random; you never know who's going to end up with a specific phone. If you call someone with a prepaid phone, they'll get your number. even though they have your number, it's impossible for them to know WHO you are, or WHERE you are. It's virtually anonymous. Same thing with IP addresses. All it's good for is contacting you — nothing else.
No, there are no laws regarding IP addresses. even if there were (which would be totally pointless), "blocking" your IP address won't be doing you any good.
If I were you, I'd take back this software and get a refund. the only thing this software would do is set up your computer to use a proxy server. this means that your computer communicates through a third party, using their IP address; however, your IP address is still given out to this third party. Proxy or not, your IP address can not be truly "blocked".
If you don't have an IP address, or don't give it out, your computer cannot communicate on a network. Period.
Don't be so paranoid about IP addresses. Nobody can use it to find out who you are, or "send you a virus". It's a necessary thing to make the Internet work, don't mess with it. It's not as dangerous as people make you think… in fact, it's not dangerous at all.
Remember, it's just like an anonymous phone number. If someone finds out what it is, they can threaten you all they want, but they can't do anything. Don't fall for idle threats. anyone threatening you with your IP address is an idiot, plain and simple.
